Seeking Kenyan strategy consultant proposals

Request for Proposals for Consultancy Services for the Development of Raising Futures Kenya and Seed of Hope Strategic Plan for the Period 2022-2026.

Raising Futures Kenya, a registered NGO in Kenya works with communities to equip and empower young people to have brighter futures through the Seed of Hope technical vocational educational training (TVET) and business skills and holistic support programme, invites quotations from eligible, qualified and interested consultants to submit a technical and financial proposal for the services of developing the organization’s Strategic Plan 2022-2026 as detailed below.

We are looking for a consultant with experience of working alongside small NGOs to develop a Strategic Plan which has the balance between inspirational and realistic to achieve with limited resources. 


Raising Futures Kenya is a small Kenyan NGO focussing on delivering free TVET and business skills training for young people experiencing challenges, enabling them to become self-reliant. We have 21 staff in total and an average annual income of approximately Ksh 15 million. Having worked in partnership with our UK partner charity for 20 years, this is the first time the two partners will have their separate own strategic plan and marks a key milestone in our journey towards shifting the power between the UK organisation to Kenya. 


  1. The consultant will facilitate a half-day strategic planning session, with our senior leadership team and members of our Board, in Nairobi. 
  1. A draft Strategic Plan will then be produced by the consultant based on the Theory of Change and decisions made in the strategic planning session. The Strategic Plan will include the following sections as a minimum, additional sections added as recommended:
    1. Executive Summary 
    2. Background 
    3. Values 
    4. Strategic Review 
    5. Strategic Objectives

We want this to be an inspiring plan which is clear and easy for staff to engage with. 


  1. In preparing the technical proposal, the consultants will be expected to examine the organisation’s draft Theory of Change document in detail and request any other information needed and which may not be available in the organisation’s website for them to clearly understand the mission of Raising Futures Kenya.

The following will also be required to be clearly shown:

1.1 A brief description of the consultant and an outline of recent experience on assignments of a similar nature

1.2 Any comments, suggestions on the terms of reference, a list of services and facilities to be provided by Raising Futures Kenya

1.3  A clear description of the methodology to be used and the work plan for performing the assignment.

  1. In preparation of the Financial proposal, the consultants will be expected to outline all possible costs that will relate to the assignment.

Any taxes to be charged must also be clearly outlined as separate costs plus any other duties or obligations to be met.

2.1  The price should be expressed in Kenya Shillings.

2.2  The language of the proposal should be English.

  1. The proposal will remain valid for a period of 90 days during which time Raising Futures Kenya and the consultants will hold negotiations before committing to the work. During this period, the consultants will be requested to avail their time or staff at their own cost to hold the negotiation and any information seeking discussions.

Quotations review and communication to shortlisted consultants will be done by the close of business 14th April 2022.
